Cumberland County Commissioners will consider amending an ordinance to permit the seizure of dangerous dogs, without the owner's permission.
Under the amendment, owners that have potentially dangerous or aggressive dogs must report any attacks on a person or other animals within three days of the incident.
Owners will also be required to register the dog with the animal control department and they must get a permit to keep the dog.
Violators would be fined up to $500 per day.
Commissioners will discuss the amendment later today.

Actually, "potentially dangerous" is defined in state law, and is nothing like what you say. A "potentially dangerous" dog is one that has already attacked another animal or person. A dog can kill another domesticated animal and still be considered "potentially dangerous." A dog can attack a person and be considered "potentially dangerous," so long as the resulting injuries do not require hospitalization. A dog will only be declared "dangerous" if it actually kills or maims a human being. Really, learn to use the Google before you display your ignorance to the world.
